Overview:

Export vehicles shall comply with the market access standards of the export target country. If there are no admission standards for the export target country, the exported vehicles should comply with the relevant standards of the second-hand car export region.

Second hand car export enterprises shall ensure the legal source of exported vehicles, and shall not export illegally stolen, assembled, scrapped or other vehicles. They shall not export motor vehicles that meet the relevant scrapping requirements of the "Regulations on Compulsory Scrapping Standards for Motor Vehicles", as well as motor vehicles that are within one year (including one year) of the required service life. For those who export illegally stolen, assembled, scrapped and other vehicles, their qualification for exporting second-hand cars will be cancelled, and if it constitutes a crime, criminal responsibility will be pursued in accordance with the law.

Vehicle transfer registration should be processed according to regulations, and cancellation registration should be processed within the prescribed time limit. The competent commerce department shall not issue export licenses to second-hand cars that have not been registered for vehicle transfer in accordance with regulations. For enterprises that fail to cancel their registration within the prescribed time limit, the competent commerce department shall not issue a new second-hand car export license until the cancellation is completed.
