Second hand car export process

Enterprise qualification application: Enterprises must meet the conditions and pass the review of the provincial commerce department.

Declaration requirements: divided into production enterprises (listed in the product announcement of the Ministry of Industry and Information Technology) and circulation enterprises (with fixed business premises, automotive sales experience, and at least 3 professional appraisal and evaluation personnel).

Application procedure: Log in to the "Unified Platform of the Ministry of Commerce Business System" enterprise end to submit materials, and the provincial commerce department will review them within 15 working days.

Validity period of qualification: Business can be conducted within one year after approval, and reapplication is required in the following year.

Vehicle transfer registration: After purchasing a vehicle, the enterprise needs to handle the transfer registration.

Processing requirements: Return the original license plate and driving license, and the public security traffic management department shall annotate "Transfer for Export" on the motor vehicle registration certificate, and issue a temporary driving license plate (valid for the same period as the compulsory traffic insurance, up to 60 days).

Attention: Vehicles that have been transferred for export are not allowed to be traded domestically.

Export License Application: Enterprises that have passed the review can apply for an export license on the platform.

Application materials: including export license application form, export contract (including after-sales service), motor vehicle registration certificate, third-party testing report, etc.

Issuance deadline: The provincial commerce department shall issue within 3 working days.

License rules: "One batch, one license". A maximum of 20 vehicles can be applied for under the same product code, and customs clearance must be completed at once.

Customs declaration: Enterprises handle export declaration procedures through the international trade "single window".

Declaration requirements: Fill in the product name as "old+vehicle brand+displacement+model", and the customs will conduct online verification of the export license.

Vehicle deregistration: Within 2 months after export clearance, apply for deregistration to the public security traffic management department with the export declaration form and other materials.
