Vehicle acquisition

Second hand car export enterprises shall purchase vehicles domestically in accordance with the relevant requirements of the importing country, such as vehicle age, environmental standards, and motor vehicle operation safety technical conditions, and shall handle the registration procedures for second-hand car transactions in accordance with the law.

Vehicle preparation and inspection appraisal

Second hand car export enterprises should prepare the exterior, interior, safety performance components, etc. of the purchased vehicles to ensure that they are in good condition. To export second-hand cars, a qualified third-party motor vehicle testing and evaluation agency must be commissioned to issue a testing and evaluation report in accordance with the "one vehicle, one inspection" method.

Apply for an export license

Second hand car export enterprises, in accordance with relevant regulations of the Ministry of Commerce, shall apply for an export license from the Ministry of Commerce with materials such as trade contracts, qualified appraisal reports from designated third-party institutions, and the "Motor Vehicle Registration Certificate" of the vehicles to be exported.

Customs declaration and clearance

Enterprises shall declare in accordance with the relevant regulations of customs declaration management, truthfully fill in the vehicle identification number (VIN), and fill in the product name as "old+vehicle brand+displacement+model (such as off-road vehicles, small cars, etc.)"; Enterprises can choose to declare on paper or without paper, and export units that handle customs clearance and release procedures in a paperless manner are exempt from submitting paper export license certificates; Customs conducts online verification of the export license for second-hand cars, and for those that meet the verification conditions, the electronic ledger data of the export license will be verified and annotated; If it is necessary to verify the paper certificate of the export license due to management needs or other circumstances, the paper certificate should be supplemented and submitted, or the customs declaration and release procedures should be handled through paper-based operations.

Vehicle cancellation

Within 2 months after completing the customs clearance procedures for the export of second-hand cars, apply for cancellation of registration with the public security traffic management department at the place where the motor vehicle is registered, based on the export declaration form and the supporting documents provided by laws and regulations; Before applying for cancellation of registration, all road traffic safety violations and traffic accidents involving exported vehicles should be dealt with.
